Dato Haji Hisham was born in 1967.He graduated with a BA (Hons) in Accounting in 1991 from Lancashire Polytechnic, United Kingdom.Currently, he holds a post as the Deputy Minister of Finance which commenced 22 October 2015.

Dato Haji Hisham is also a  Committee Member/Board Members of the followings:, Member of the National Security Committee, Council Member of Institut Teknologi Brunei, Board Member of Royal Brunei Airlines Sdn Bhd (RBA), Chairman of Royal Brunei Catering Sdn Bhd (RBC), Chairman of RBA Golf Club Sdn Bhd, Chairman of Mulaut Abbatoir Sdn Bhd, Chairman of Telekom Brunei Berhad (Telbru), Chairman of Makan Ceria Sdn Bhd, Board Member of Khazanah Satu, Deputy Chairman of Investment Committee of the Sultan Haji Hassanal Bolkiah Foundation, Chariman of the National Syariah Financial Supervisory Board and Board Member of Semaun Holdings Company Sdn Bhd (Semaun Holdings).

Since joining the Government service in August 1991, Dato Haji Hisham held various posts. Amongst them were an accountant at the Treasury Department, accountant at the Revenue Division, Assistant Director of Budget Division, Director of Revenue Division, Deputy Permanent Secretary, Ministry of Finance. Prior to the currrent post, he was Permanent Secretary (Policy and Investment), Ministry of Finance.
