The 26th World Customs Organization (WCO) Asia/Pacific Regional Heads of Customs
Administration (A/P RHCA) meeting was hosted in Hong Kong, China on 18 until 22 May
2025. Yang Mulia Awang Muhammad Azizil Hakim bin Haji Brahim, Acting Controller of
Royal Customs and Excise Department (RCED) along with several senior customs officers
attended the meeting which was chaired by Mr. Chan Tsz-tat, Commissioner of Hong Kong
Customs as the WCO Vice Chair for the A/P region.
The meeting represented by Heads of Customs Administrations in the WCO A/P region,
serves as a platform for cooperation and alignment regarding customs matters such as
trade activities aimed towards development in the A/P region. This includes current
reviews and updates of the WCO Strategic Plan, reports from the regional offices
encompassing capacity building programs, compliance and enforcement operations as well
as recognition of regional WCO training centre and customs laboratories. The WCO A/P
conference plays a crucial role in aligning A/P member with the main objectives of the
World Customs Organization.
In fostering close relationships with WCO A/P members, regular intervals of exchanging
information on current global Customs issues took place during the session such as with
the General Administration of Customs of the People’s Republic of China, Royal Malaysia
Customs Department, Australia Border Force, Maldives Customs Service and Secretary
General of the WCO. The WCO A/P RHCA Conference is annually held twice a year and
the 27th session is scheduled to be held before the end of this year.
The Royal Customs and Excise Department of Brunei Darussalam, in its capacity as the
current ASEAN Chair, will host the 34th ASEAN Director-Generals of Customs Meeting from

rd until 5
th June in Bandar Seri Begawan.
