Alongside the London working visit led by Yang Berhormat Dato Seri Setia Dr. Awang Haji Mohd Amin Liew bin Abdullah, Minister at the Prime Minister’s Office and Minister of Finance and Economy II, under the Brunei Darussalam – United Kingdom Strategic Dialogue: Brunei Green Economy Framework (BGEF) in January 2026, a separate working delegation to Aberdeen, United Kingdom (UK) was also conducted, led by Yang Mulia Dato Seri Paduka Awang Haji Mohamad Azmi bin Haji Mohd Hanifah, Deputy Minister (Energy) at the Prime Minister’s Office.
The Aberdeen delegation comprised representatives from key government agencies, including the Ministry of Finance and Economy, the Department of Energy, as well as statutory bodies such as the Petroleum Authority of Brunei Darussalam, the Safety, Health and Environment National Authority (SHENA), the Brunei Economic Development Board, and the Maritime and Port Authority of Brunei Darussalam. The delegation also included a representative from Brunei Darussalam’s decommissioning industry, namely Anson International Sdn. Bhd.
The Aberdeen programme centred on themes aligned with Brunei Darussalam’s long-term energy transition priorities, including offshore energy operations, industrial decarbonisation, and the responsible management of late-life oil and gas assets. The programme drew on the UK’s experience as an established offshore energy hub, with discussions covering policy considerations, regulatory approaches, industry practices and the development of sector-specific capabilities.
Through a series of technical briefings, site visits including to the Port of Aberdeen and engagements with key UK stakeholders such as Offshore Energies UK (OEUK), the National Decommissioning Centre (NDC), the North Sea Transition Authority and the Offshore Petroleum Regulator for Environment and Decommissioning (OPRED), the programme offered valuable insights to the United Kingdom’s approach in managing late-life offshore assets, advancing the transition towards lower-carbon energy systems and developing decommissioning as a structured, safe and economically viable sector.
The engagements highlighted the breadth of capabilities across the decommissioning value chain and underscored the importance of a comprehensive ecosystem approach encompassing industry, services and talent development. The programme also enabled Brunei Darussalam to share perspectives, identify potential areas of cooperation and explore opportunities that could be taken forward between both countries, in line with efforts to progressively strengthen national capabilities, governance frameworks and human capital to support a pragmatic and orderly energy transition.
The outcomes of the Aberdeen programme will contribute to Brunei Darussalam’s ongoing efforts to strengthen institutional frameworks, enhance technical competencies and build long-term ecosystem readiness in support of sustainable economic development and the objectives of the Brunei Green Economy Framework.
In addition to leading the Aberdeen programme, Yang Mulia Dato Seri Paduka Awang Haji Mohamad Azmi bin Haji Mohd Hanifah also participated in selected engagements during the London programme alongside Yang Berhormat Dato Seri Setia Dr. Awang Haji Mohd Amin Liew bin Abdullah. These included a dialogue session with the Brunei Student Union in London on future job prospects and the implications of energy transition, a meeting with Chris McDonald MP, Minister for Industry, United Kingdom, and an engagement organised by the UK-ASEAN Business Council, involving United Kingdom businesses and stakeholders, including Naz Shah MP, UK Trade Envoy to Indonesia and ASEAN.
