A high-level inward mission and working visit to the United Kingdom, under the Brunei Darussalam–United Kingdom Strategic Dialogue: Brunei Green Economy Framework (BGEF), was conducted from 19 to 23 January 2026. The mission was led by Yang Berhormat Dato Seri Setia Dr. Awang Haji Mohd Amin Liew bin Abdullah, Minister at the Prime Minister’s Office and Minister of Finance and Economy II, with a separate working delegation visit to Aberdeen led by Yang Mulia Dato Seri Paduka Awang Haji Mohamad Azmi bin Haji Mohd Hanifah, Deputy Minister (Energy) at the Prime Minister’s Office. During the London programme, Yang Berhormat Dato Seri Setia Dr. Awang Haji Mohd Amin Liew was joined by His Excellency Mr Ken O’Flaherty, British High Commissioner to Brunei Darussalam.
The mission reflects the continued deepening of collaboration between Brunei Darussalam and the United Kingdom on the green economy, with a shared focus aimed at strengthening bilateral collaboration on the green economy and advancing pathways for balancing economic growth, energy security, and nature protection. It builds on the Brunei Green Economy Report launched in 2024 and underscores the shared commitment of both countries to translate strategic studies into practical, implementable actions.

 

In parallel, the mission highlighted concrete actions being undertaken by the Government of Brunei Darussalam to advance its green economy transition. These include the establishment of the Brunei Green Economy Framework to provide strategic direction and guide implementation, strengthened coordination across the Ministry of Finance and Economy, the Department of Energy and the Brunei Climate Change Office, and the adoption of a pragmatic and orderly energy transition approach that safeguards energy security while progressively reducing emissions. Efforts are being intensified to scale up solar energy deployment  hrough public sector solarisation and the exploration of innovative solutions such as floating solar, improve energy efficiency, enable the strategic use of gas for higher-value industrial activities, and position Brunei Darussalam’s forests and mangroves as strategic national assets through engagement in nature-based climate solutions, including REDD+.

 

The London engagements also underscored the importance of regional and ASEAN cooperation, including collaboration with the United Kingdom through platforms such as the ASEAN Power Grid, to strengthen decarbonisation efforts, energy resilience, and regional connectivity. The programme further included engagements with leading academic institutions, including the Grantham Research Institute on Climate Change and the Environment at Imperial College London, where discussions focused on thought leadership and global research collaboration, including potential linkages with the ASEAN Centre for Climate Change housed at Universiti Brunei Darussalam.
As part of the London programme, Yang Berhormat Dato Seri Setia Dr. Awang Haji Mohd Amin Liew has also called upon Seema Malhotra MP, Parliamentary Under Secretary of State at the Foreign, Commonwealth and Development Office, alongside engagements with PricewaterhouseCoopers (PwC) and the United Kingdom Trade Envoy, George Freeman, MP, to further strengthen working cooperation building on recent bilateral exchanges, including the Minister’s earlier visit to Brunei Darussalam, and to advance collaboration on policy coordination, investment readiness, transition finance and private sector participation in support of Brunei Darussalam’s green economy and energy transition priorities.
The Aberdeen programme, led by the Deputy Minister (Energy), centred on engagement with United Kingdom stakeholders on energy transition, offshore and industrial decarbonisation, and the responsible and sustainable decommissioning of oil and gas assets. The programme emphasised best practices, regulatory frameworks, and industrial capabilities, drawing on the United Kingdom’s experience as a mature offshore energy hub to support Brunei Darussalam’s long term energy transition objectives.
The Brunei delegation comprised representatives from key government agencies, including the Ministry of Finance and Economy, the Department of Energy, and the Brunei Climate Change Office, as well as statutory bodies such as the Petroleum Authority of Brunei Darussalam and the Brunei Economic Development Board. The delegation also included industry players from Brunei Methanol Company, Brunei Fertilizer Industries, and Brunei LNG.
The mission concluded with a roundtable hosted by the UK–ASEAN Business Council, which facilitated an exchange of views on potential areas of collaboration and commercial opportunities between Brunei Darussalam and United Kingdom businesses, particularly in support of sustainable and future-ready economic activities.
The inward mission was organised by the British High Commission in Brunei Darussalam. Outcomes from the mission will be incorporated into Brunei Darussalam’s ongoing efforts to operationalise elements of the UK–Brunei Green Economy Framework, strengthen institutional and manpower capabilities, and enhance market and investment readiness in support of national economic diversification and sustainable development priorities.
