Credit Guarantee and Investment Facility (CGIF), a trust fund of the Asian Development Bank (ADB), in collaboration with Bank Islam Brunei Darussalam (BIBD) and the International Capital Market Association (ICMA), organized the Brunei Darussalam Capital Market Development Seminar: An Introduction to Sukuk Issuance on 12 August 2026 at Mulia Hotel Brunei, Bandar Seri Begawan.
Supported by the Ministry of Finance, Brunei Darussalam, and the Brunei Darussalam Central Bank (BDCB), the seminar gathered almost 100 participants, comprising of policymakers, regulators and potential issuers from Government-Linked Companies (GLCs) and private sector corporations.
The seminar aims to enhance understanding of alternative financing options, particularly sukuk as an instrument for raising financing through the capital market, while providing a comprehensive overview of the sukuk issuance process. It also offers practical insights through a case study on a successfully guaranteed and executed sukuk issuance in the region. In addition, the seminar provides an overview of the sukuk issuance process at the local level, including discussions on key Shariah considerations.
In her opening remarks, Ms. Noriko Nasu, Chief Executive Officer, CGIF highlighted the importance of strengthening collaboration among policymakers, regulators, financial institutions and market participants to support the development of Brunei Darussalam’s corporate sukuk market. The seminar also emphasized the need to translate knowledge and insights into practical action to foster a more vibrant and resilient local-currency corporate sukuk market in Brunei Darussalam.
Yang Mulia Haji Asrul Adrain bin POKSPDSS Dr. Haji Ahmad, Permanent Secretary (Fiscal), as Guest of Honour of the event, in his welcoming remarks, emphasized the importance of strengthening the country’s capital market ecosystem through greater collaboration, capacity building and broader participation from corporate sector. He also encouraged participants to leverage the seminar as a platform to enhance their understanding and gain exposure to international best practices.
The seminar concluded with a closing remark by Anuj Awasthi, Vice President Operations, CGIF stated its role to supporting alternative financing through the provision of credit guarantees across the ASEAN+3 region. In line with CGIF’s mandate to strengthen local currency bond and sukuk markets across ASEAN+3, CGIF stands ready to support the next phase of sukuk market development in Brunei Darussalam.
