The Ministry of Finance and Economy is pleased to announce the introduction of a new scheme, the Skim Tabungan Anak Damit, effective from 1 March 2026. This scheme is a social assistance benefit for newborn children with certain citizenship status. It also aims to cultivate a culture of savings within the community from an early age.
Skim Tabungan Anak Damit involves a financial contribution through the opening of Akaun Si Manja Khas at Perbadanan Tabung Amanah Islam Brunei (TAIB). A one-time payment of B$240.00 will beprovided for each birth, based on the following criteria:
- Eligibility is determined by the child’s citizenship status at birth, as specified in the Eligibility Matrix in APPENDIX 1, summarised as follows:
- The child is a Brunei citizen (born locally or abroad);
- The child is a permanent resident with no other citizenship (stateless) (born locally only); or
- The child is a foreign national, whose mother is a Brunei citizen or a holder of a purple identity card (stateless and born locally only).
- The Scheme can be claimed by parents or guardians until the child reaches 1 year of age only.
- Perbadanan TAIB will credit the contribution of B$240.00 into the Akaun Si Manja Khas.
- Withdrawals can be made to purchase basic infant necessities, such as diapers, milk and other essentials. However, a minimum balance of B$20.00 must be maintained to ensure the account remains active and continues to function as a savings incentive. Parents and guardians are strongly encouraged to continue saving for their children through this account. The account may only be closed after a period of 5 years.
- No dormant fees or initial deposits will be imposed on Akaun Si Manja Khas.
- Parents or guardians will manage the account until the child reaches 18 years of age. Upon turning 18, the account will automatically be converted into an individual savings account under the child’s sole name.
The application process is as follows:
- Parents or guardians are required to provide documents including the original birth certificate of the child and the original identity cards of the parents or guardians.
- The documents must be presented at any nearby Perbadanan TAIB counter.
- The financial contribution will be credited into the child’s account once the internal verification
process has been completed.
The Disposable Diapers and Breastfeeding Aid Assistance Scheme will be discontinued effective 1 March 2026. However, any births prior to the effective date of this new scheme will continue to receive diapers and breastfeeding aids until completion.
