​Function


To ensure all budget allocations to Government Ministries and Departments as authorized by the Treasury Warrants are being expended in accordance with the provisions of the Constitution of Brunei Darussalam, Statutes, Financial Regulations and Government Circulars issued from time to time by the Prime Minister’s Office, Ministry of Finance and Economy and Treasury Department. 

  • To administer and assist in policy setting and planning of the national budget.
  • To recommend the Annual Budget Ceilings for consideration by the Cabinet Ministers.
  • To analyze and make recommendations on the budget proposals submitted by Ministries and Departments for consideration by the Cabinet Ministers.
  • To vet the National Development Budgets recommended by the National Development Committee before submitting to the Cabinet for consideration.
  • To prepare the annual Supply Act and Resolution Under Section 4(2) of the Development Fund Act for approval by His Majesty the Sultan and Yang Di-Pertuan Brunei Darussalam in accordance with the provisions of the Constitution of Brunei Darussalam.
  • The issue of Treasury Warrants to Vote Controllers at the beginning of each Financial Year, authorizing them to incur expenditure within the allocated budget of respective ministries and departments. The Treasury Warrant expires on the 31st March of every Financial Year. (The Government Financial Year is for a period of 12 months starting from 1st April and ending on 31st March of the next year).
  • The issue of Revenue Warrants to Collectors of Revenue authorizing them to collect all revenue due to the Government. The Revenue Warrant expires on the 31st of March of each Financial Year.
  • To monitor spending by Ministries and departments to ensure expenditure are incurred in accordance to the Treasury Warrants.


Definition​


1.  The Supply Act authorizes the withdrawal of a certain amount of funds from the Consolidated Fund for services, including National Development Projects. This is to be provided for by the Government during a financial year.


2.  The Resolution Under Section 4(2) of the Development Fund Act authorizes the issue of funds from the Development Fund for the approved national development projects to be implemented during the financial year.  National development projects are normally funded for a period of 5 years.


3.  Vote Controllers refers to Heads of Department (including Permanent Secretaries) to whom the Treasury Warrants are being issued. Vote Controllers are personally responsible for the due performance of the financial duties of their respective ministries and departments.  Although a Vote Controller may delegate the work incidental to his office to a subordinate officer, he cannot delegate his responsibility.


4.  Collectors of Revenue refers to Heads of Department (including Permanent Secretaries) to whom the Revenue Warrants are being issued. Vote Controllers are personally responsible for the prompt collection of all revenue relating to their respective ministries and departments.  They are also responsible for seeing that proper provision in the form of strong-rooms, safes or cash boxes as appropriate is made for the safe keeping of public money, stamps, receipt forms, licenses, etc.
